We get this question a lot. Borrowing stuff from neighbors can be tricky especially if you don't know them well or at all.
Since you don't know him, I suggest bringing a plate of cookies or treat to break the ice. Then, simply ask. Inject some humor and acknowledge this may seem unusual since you haven't met (that's what the cookies are for :)
